What would happen to the city's nighttime skyline if energy conservationists owned skyscrapers?

Yeah it doesn't make sense that offices are always all lit up a night, but some parts do. They cleaning crews come through the office late at night, working with foreign companies keeps people working odd hours. Sometimes just big deadlines, but I think it is safe to say that there should only be 15% of the lights on that are. I wonder from an energy perspective what that actual cost is, if it is a savings worth even looking for or no one bothers because in the scheme of things it is only like .5%. Anyways fun little question.
